He founded and directed the Duke Center for Genome Ethics\, Law and Policy (2002-2016). Prior to Duke\, he was with the National Academies of Science\, Engineering and Medicine (1991-2002); National Center for Human Genome Research (1989-1990); and the congressional Office of Technology Assessment (1982-1988). His research interests include science policy\, health policy\, biomedical research\, cancer\, and intellectual property. She is also a track advisor for the Wiess School of Natural Sciences’ Professional Science Master in Biosciences and Health Policy\, a core and governing board member of the Rice Synthetic Biology Institute\, and a steering committee member for Rice’s Medical Humanities Research Institute. Matthews is the director of the Baker Institute Science and Technology Policy Program and the Center for Health and Biosciences’ Biomedical Research Program. Her research focuses on ethical and policy issues at the intersection between traditional biomedical research and public policy. This rule rests on the “right to an open future’’–the idea that testing children for conditions that will not affect them until adulthood inappropriately breaches their autonomy. It is supported by studies showing that people value having a choice about whether and when to be tested for various genetic conditions. However\, the rule also stems from very specific Western philosophical traditions and laws. Can and should it be altered to reflect more collective understandings of self-determination and benefit\, or indeed of genes themselves? \n\n\n\nThis question has recently been raised by Māori whānau (families) and New Zealand academics in the context of genetic testing for mutations in CDH1 and CTNNA1 genes\, which significantly increase risk of Hereditary Diffuse Gastric Cancer (HDGC). Because HDGC has onset in early adulthood\, testing is currently restricted to those with decision-making capacity\, in line with the Human Genetics Society of Australasia’s 2020 Position Statement on Predictive and Presymptomatic Genetic Testing in Adults and Children. Yet some whānau wish to test their young children\, arguing that the position statement was not developed with input from Māori and does not reflect te ao Māori (Māori worldview) or Māori ontology of time. Many additional states\, including Minnesota\, are debating similar legislation. First legalized in 1997 under the Oregon Death with Dignity Act\, these state statutes authorize doctors to prescribe lethal medication that the patient may choose to take. No U.S. state statute authorizes euthanasia. Evolution of state law continues\, including reexamination of the state residency requirements. In 2016\, Canada authorized both provision of a lethal prescription and euthanasia. Starting in 2027\, Canada plans to enlarge eligibility to patients whose only underlying condition is a mental illness. Canada has faced significant pushback from human rights advocates and disability rights organizations\, suggesting the nation’s legal framework lacks the necessary oversight and safeguards to protect vulnerable populations.
