SUMMARY:What Do We Have in Common?: Thinking Together About Good Lives for Older Adults and Caregivers in Ageing Societies
DESCRIPTION:Hastings Center senior research scholar Nancy Berlinger will present “What Do We Have in Common?: Thinking Together About Good Lives for Older Adults and Caregivers in Ageing Societies”  in Seminar II of the Chinese University of Hong Kong Centre for Bioethics’ 10th Anniversary Celebration. \n\n\n\nPopulation ageing—a rise in the average age of a population—results from the combination of public health improvements and biomedical progress that\, over time\, prevent\, treat\, or control infectious diseases and life-threatening health conditions\, plus lower birthrates reflecting changes in the lives and choices of women and families. Ageing societies\, in which more people are over age 65 than under age15\, include wealthy\, technologically advanced nations in East Asia\, Asia-Pacific\, North America\, and Western Europe. A 2023 report from the International Monetary Fund (IMF) describes population ageing as the top demographic trend globally\, as lifespans increase and birthrates decline in all regions of the world. This trend is often framed as a problem: Who will care for all of us as we age? These facts and trends point to an urgent need for researchers and practitioners in ageing societies in different regions to think together about shared challenges. This seminar draw on recent work by The Hastings Center to reflect on how perceptions of difference\, such as stark contrasts between “East” and“West\,” can impede recognition of similar values\, approaches\, and problems as well as meaningful differences. SUMMARY:Current and Emerging Prenatal Testing Technologies: Bioethical Implications
DESCRIPTION:Hastings Center President Vardit Ravitsky will present “Current and Emerging Prenatal Testing Technologies: Bioethical Implications” at the Chinese University of Hong Kong Centre for Bioethics’ 10th Anniversary Celebration. \n\n\n\nPrenatal genetic testing technologies can provide individuals and families with valuable information about their potential prospective children. Such technologies\, including pre-implantation genetic testing of in-vitro embryos and testing of fetuses during pregnancy\, can promote informed decision-making and in some cases can be medically beneficial. They have also been raising powerful bioethical concerns for decades\, such as their impact on parental autonomy\, societal eugenic tendencies\, and disability rights. Recent new technologies\, such as noninvasive prenatal testing (that was developed by Prof. Dennis Lo in Hong Kong) or polygenic screening of in-vitro embryos\, have further stimulated the bioethical discussion regarding what conditions and traits these technologies are targeting. This talk will focus on the recent analysis of prenatal testing in the Western bioethics literature\, as well as cultural and policy implications for East Asia and Hong Kong. The talk will address the notion of a ‘serious’ genetic condition as justifying testing\, and the debate surrounding the use of prenatal testing for medical versus non-medical purposes.

DESCRIPTION:Caribbean basin countries are experiencing some of the most destabilizing impacts of climate change—entire villages destroyed\, increases in diseases and other health harms. These countries contributed little to global climate change and yet they must build resilience to survive\, much less flourish.  What are the tradeoffs of adapting to warmer environments versus abandoning low-lying locales? What are the responsibilities of policymakers in the region and abroad? \n\n\n\nThese are among the questions that will be discussed in a webinar on Thursday\, February 13\, at noon EST. \n\n\n\nPanelists: \n\n\n\nGeorgiana Gordon-Strachan\, PhD\, is director of the Tropical Metabolism Research Unit at Caribbean Institute for Health Research at the University of the West Indies in Kingston\, Jamaica. She is the regional director (Small Island Development States) of the Lancet Countdown. \n\n\n\nCheryl Macpherson\, PhD\, is a professor at St George’s University School of Medicine and a senior research fellow at the Windward Islands Research and Education Foundation in Grenada. She leads the Climate Bioethics Program supported by the NIH Fogarty International Center. \n\n\n\nJoy St. John\, MBBS\, MPH\, is a public health specialist who has worked for more than 30 years in Barbados and at the regional and global levels. She was the executive director of the Caribbean Public Health Agency from 2019 to 2024. SUMMARY:Changing Life as We Know It–Exploring the Role of Genetic Modification and Our Understanding of Humanity
DESCRIPTION:Hastings Center President Vardit Ravitsky will be a keynote speaker for the FASPE (Fellowships at Auschwitz for the Study of Professional Ethics) Symposium. \n\n\n\nWhat are the ethical issues surrounding genetic modification? How do we define – and regulate – the line between benefit and harm?  In what ways do these possibilities force us to make decisions about the value of life and impose judgments about what makes a life worth living – or even what is considered “normal”?  We will discuss an example in history illustrative of the ways in which assigning genetic value engendered horrific results\, wherein Nazi eugenicists and government policy makers identified those considered a genetic and financial burden on the population – and aimed through sterilization and\, even (euphemistically)\, euthanasia to eliminate  “life unworthy of life”.  In what ways does this history caution us? We will focus on several scenarios wherein genetic modification presents complicated questions around intended and unintended possibilities and consequences – and ultimately how we understand what it means to be human.  \n\n\n\nThe program will serve to examine the ethical issues not just within medicine\, but implicated within theology (and therefore the clergy)\, business (the ethical implications of commercialization)\, law (exploring the legal/regulatory roles\, including recognizing the limitations imposed by the structural irrelevance of national borders)\, journalism (how it is described and written about will be fundamentally important in shaping understanding)\, and advances and uses of technology.

SUMMARY:Bringing Bioethics to Policymakers: Learning from Experience
DESCRIPTION:How can bioethics researchers get their findings into the hands of those who shape policy? What gaps separate research and policy\, and how can stakeholders navigate them? How can researchers and policymakers better communicate with and relate to each other? This Greenwall Foundation webinar will explore these questions and more as we discuss approaches to increase bioethics’ impact on policymaking. \n\n\n\nSpeakers\n\n\n\nNancy Berlinger\, PhD\, Senior Research Scholar·The Hastings Center \n\n\n\nNancy Berlinger is a Senior Research Scholar at The Hastings Center. Her research focuses on ethical\, societal\, and global dimensions of population aging (Bioethics for Aging Societies)\, with special attention to dementia care and to housing equity for older adults. Other interests include ethical challenges in immigrant and community health\, problems of safety and harm in health systems\, and guidance for health practitioners in end-of-life and crisis conditions. Her research collaborations often aim to discover how shared ideas and values (narratives) supportive of equity and flourishing can be integrated into public conversations\, policy development\, and practice under real-world\, non-ideal conditions. She founded and directs The Hastings Center’s Sadler Scholars initiative for doctoral students from underrepresented communities.  \n\n\n\nRobert Cook-Deegan\, MD Professor\, School for the Future of Innovation in Society·Arizona State University \n\n\n\nDr. Robert Cook-Deegan is a professor in the School for the Future of Innovation in Society\, and with the Consortium for Science\, Policy and Outcomes at Arizona State University. He founded and directed the Duke Center for Genome Ethics\, Law and Policy (2002-2016). Prior to Duke\, he was with the National Academies of Science\, Engineering and Medicine (1991-2002); National Center for Human Genome Research (1989-1990); and the congressional Office of Technology Assessment (1982-1988). His research interests include science policy\, health policy\, biomedical research\, cancer\, and intellectual property. He is the author of “The Gene Wars: Science\, Politics\, and the Human Genome” and more than 350 other publications. \n\n\n\nKirstin Matthews\, PhD Fellow in Science and Technology Policy·William Marsh Rice University — Baker Institute for Public Policy \n\n\n\nKirstin R.W. Matthews\, Ph.D.\, is a fellow in science and technology policy at Rice University’s Baker Institute for Public Policy and a lecturer in the Department of BioSciences at Rice University. She is also a track advisor for the Wiess School of Natural Sciences’ Professional Science Master in Biosciences and Health Policy\, a core and governing board member of the Rice Synthetic Biology Institute\, and a steering committee member for Rice’s Medical Humanities Research Institute. Matthews is the director of the Baker Institute Science and Technology Policy Program and the Center for Health and Biosciences’ Biomedical Research Program. Her research focuses on ethical and policy issues at the intersection between traditional biomedical research and public policy. Specifically\, she focuses on regulation and ethical issues associated with emerging biotechnology\, including vaccines\, stem cells\, synthetic biology\, and genomic medicine. Matthews also collaborates with Kenneth Evans and Neal Lane to understand how scientific advice is used in and provided for the federal government\, including the White House Office of Science and Technology Policy (OSTP) and the President’s Council of Advisors on Science and Technology (PCAST). Matthews has a B.A. in biochemistry from The University of Texas at Austin and a Ph.D. in molecular biology from The University of Texas Health Science Center at Houston.  \n\n\n\nMichelle Groman\, JD\, President & CEO·The Greenwall Foundation \n\n\n\nMichelle is President & CEO of The Greenwall Foundation. She has wide-ranging experience in translating bioethics scholarship into real-world applications that affect everyday lives and draws on that experience to help realize the Foundation’s vision of making bioethics integral to decisions in health care\, policy\, and research.  Michelle previously served as the Foundation’s Chief Operating Officer (2018-2020) and Director of Bioethics Grants\, Strategy\, and Special Projects (2015-2017). Prior to joining the Foundation\, Michelle was Associate Director at the Presidential Commission for the Study of Bioethical Issues where she oversaw work on diverse topics including neuroscience and related ethical issues\, pediatric medical countermeasure research\, and human subjects research protections.  A graduate of Harvard Law School\, Michelle also practiced law in Washington\, DC and clerked for the Honorable Bruce M. Selya on the U.S. Court of Appeals for the First Circuit. She has published articles on various legal issues and topics in bioethics including end-of-life decision-making\, research ethics\, and emerging genetic technologies.

DESCRIPTION:ELSIcon2024: The 6th ELSI Congress will take place at Columbia University in New York City from June 10-12\, 2024. Hastings Center President Vardit Ravitsky will be a plenary speaker. She will discuss “What Can AI-Ethics Learn from Gen-Ethics: ELSI Lessons for the Coming Wave.” This talk will explore possible lessons from decades of ELSI research in genomics\, for the more recent field of health-AI. What guiding principles did ELSI develop for the wise and responsible use of emerging genomics technologies? Are these relevant for health-AI? What can we learn from the culture of collaboration that developed between ELSI and genomics researchers\, to help develop collaborative approaches with AI-developers and those implementing AI-tools in healthcare and biomedical research? What have we learned about the nature of multi- and inter-disciplinary teamwork? Are ELSI methodologies and frameworks developed for genomics sufficient to address the challenges of health-AI? Or are there unique aspects of AI and data science that require new approaches? What lessons can be extrapolated regarding the importance of data diversity and data stewardship? The talk will map these questions and open them up for discussion with the audience. \n\n\n\nThe 6th ELSI Congress welcomes all with an interest in the ethical\, legal\, and social implications (ELSI) of genomic research. SUMMARY:Rethinking the Rule against Testing Children for Adult-Onset Conditions: A New Zealand Case Study
DESCRIPTION:Hastings Center senior research scholar Josephine Johnston will present at the 6th annual ELSI conference in New York. \n\n\n\nIn New Zealand\, like many countries\, genetic testing for adult-onset conditions is not performed in children. This rule rests on the “right to an open future’’–the idea that testing children for conditions that will not affect them until adulthood inappropriately breaches their autonomy. It is supported by studies showing that people value having a choice about whether and when to be tested for various genetic conditions. However\, the rule also stems from very specific Western philosophical traditions and laws. Can and should it be altered to reflect more collective understandings of self-determination and benefit\, or indeed of genes themselves? \n\n\n\nThis question has recently been raised by Māori whānau (families) and New Zealand academics in the context of genetic testing for mutations in CDH1 and CTNNA1 genes\, which significantly increase risk of Hereditary Diffuse Gastric Cancer (HDGC). Because HDGC has onset in early adulthood\, testing is currently restricted to those with decision-making capacity\, in line with the Human Genetics Society of Australasia’s 2020 Position Statement on Predictive and Presymptomatic Genetic Testing in Adults and Children. Yet some whānau wish to test their young children\, arguing that the position statement was not developed with input from Māori and does not reflect te ao Māori (Māori worldview) or Māori ontology of time. In this presentation\, with genetic testing for HDGC in New Zealand as our case study\, we consider arguments for moving away from the rule against genetic testing of children for adult-onset conditions in favor of a more familial approach to genetics. \n\n\n\nAuthors: Josephine Johnston\, University of Otago; Joey Mackle\, University of Otago
