Mary Ann BailyMary Ann Baily joined the research staff of The Hastings Center in October 2000. Currently, she is the Principal Investigator on "The Ethics of Improving Health Care Quality & Safety," a project funded by the Agency for Healthcare Research & Quality (AHRQ), and Project Manager on "Ethical Decision-Making for Newborn Genetic Screening," a project funded by the National Human Genome Research Institute (NHGRI). She is also currently a member of an Institute of Medicine Committee on Increasing Rates of Organ Donation.

From 1973 to 1979, she was a member of the economics faculty of Yale University, where she taught health economics, development economics and microeconomics, and carried out research on technology choice in developing countries. From 1980 to 1983, she served as the staff economist for the President's Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research. From 1983 until 1999, she was adjunct associate professor of economics and public policy at the George Washington University in Washington, D.C., where she taught health economics and carried out research in health economics, bioethics, and health policy. She spent the 1999-2000 academic year as a fellow in the Institute for Ethics of the American Medical Association, participating in an educational program in ethics and carrying out independent research on ethical issues in managed care.

Ms. Baily's research interests have included health care rationing, access to care, prenatal testing for genetic disabilities, privacy and confidentiality in medical information, ethical issues raised by human growth hormone therapy, and the implications of HIV infection, organ transplantation, and Alzheimer's Disease for health care financing. She has worked on policy issues for the Office of Technology Assessment, the Health Care Financing Administration, the Institute of Medicine, the American Association for the Advancement of Science, the American Red Cross, and the Committee on National Statistics of the National Research Council. She is a Fellow of the Hastings Center, has served as Program Chair and Chair of the Forum on Bioethics of the American Public Health Association, and has been a member of the Ethics Task Force of the Society of Critical Care Medicine.

She received a BA degree in mathematics from Harvard University, an MA in economics from Northwestern University, and a PhD in economics from the Massachusetts Institute of Technology.
